アメリカ炎上中？ 政府機関は見ないでって言うけれど…
Democracy Nowの先週末の放送で、おもしろいというか、ある意味恐ろしい部分がありました。WikiLeaksに関する議論の中で、司会のAmy Goodmanが紹介した「とても重要で興味深いメモ」に関する部分。まだ日本語になっていないようなので部分的に訳しながら紹介します。
どんなメモかというと以下のふたつ。
ひとつめから。
"Hi students,
"We received a call today from a SIPA alumnus who is working at the State Department. He asked us to pass along the following information to anyone who will be applying for jobs in the federal government, since all would require a background investigation and in some instances a security clearance.
"The documents released during the past few months through Wikileaks are still considered classified documents. He recommends that you DO NOT post links to these documents nor make comments on social media sites such as Facebook or through Twitter. Engaging in these activities would call into question your ability to deal with confidential information, which is part of most positions with the federal government.
"Regards, Office of Career Services."
国務省で働いているコロンビア大学国際関係・公共政策大学院（SIPA）の卒業生から、連邦政府で仕事をしようと思っている学生に、警告って言えばいいのかな、アドバイスがあったようで、大学のキャリアサービスセンターがSIPAの学生に、「WikiLeaksが公開した一連の文書は依然機密文書とみなされるため、これらの文書へのリンクをFacebookやTwitterといったソーシャルメディアに投稿したり、コメントしたりしないよう勧められている」というメールを送ったそうです。「連邦政府の仕事に応募するすべての人に経歴の調査が要求され、場合によっては機密取扱者の人物調査も要求されるから」とのこと。
なんだろう、ちょっと滑稽ですが、気になる人はWikiLeaksに対して言及しない方が無難かもしれません。
で、ふたつめ。Democracy Now!が独自に手に入れたものなのかな？DOS（Department of State, 国務省）からUSAID（US Agency for International Development, 米国国際開発庁）の職員に送られたメモ。
"Any classified information that may have been unlawfully disclosed and released on the Wikileaks web site was not 'declassified' by an appopriate authority and therefore requires continued classification and protection as such from government personnel... Accessing the Wikileaks web site from any computer may be viewed as a violation of the SF-312 agreement... Any discussions concerning the legitimacy of any documents or whether or not they are classified must be conducted within controlled access areas (overseas) or within restricted areas (USAID/Washington)... The documents should not be viewed, downloaded, or stored on your USAID unclassified network computer or home computer; they should not be printed or retransmitted in any fashion."
WikiLeaksのウェブサイトへのアクセスはSF-312(CLASSIFIED INFORMATION NONDISCLOSURE AGREEMENT?)を犯すものとみなされる可能性があるとのこと。WikiLeaksが公開しているドキュメントは、いかなる目的でも、機密情報を取り扱うネットワークにないコンピュータ、または、自宅のコンピュータで閲覧すべきではないし、ダウンロード、保存されるべきでもないし、印刷したり、伝搬したりすべきでもないとされています。
国務省は職員に、国務省のコンピュータでWikiLeaksにアクセスしないように伝達するだけでなく（ブロックしているけれど）、家のコンピュータでもアクセスしないように言っていて、どうなんでしょうね。これから魔女狩り的な様相を呈してくるのでしょうか。
膨大な点数の生データに、そんなに多くの人がアクセスするとは考えられないし、こんな通知をしてしまうと、みんな余計気になるんじゃないかな…。
というわけで、どうしたらいいんでしょうね、国家を巻き込む第炎上事件（＾＾；私が連邦政府だったらどうするかな。
